E-Learning Technical Specialist

We are seeking an experienced E-Learning Technical Specialist to manage and support enterprise Learning Management Systems (LMS), with a strong focus on Moodle administration, course development, and technical operations. This role supports federal grants management services and the Office of Head Start by ensuring seamless LMS performance, data integrity, accessibility compliance, and technical support for grant review activities.

Key Responsibilities:

  • Build, configure, and deploy Moodle courses, assessments, certificates, badges, and learning workflows.
  • Convert instructional content into production-ready e-learning modules with multimedia integration.
  • Administer Moodle, troubleshoot technical issues, manage user access, and support system integrations.
  • Perform QA testing, reporting, analytics, and ensure Section 508 accessibility compliance.
  • Provide technical support for federal grant review operations, including ARM configuration and user support.
  • Develop technical documentation, SOPs, and process improvements.

Requirements:

  • Bachelor’s degree in IT, Computer Science, Educational Technology, or related field.
  • 4+ years of LMS administration or government technical operations experience.
  • 2+ years of hands-on Moodle administration and course-building experience.
  • Strong troubleshooting, reporting, and technical documentation skills.
  • Ability to obtain and maintain a Public Trust Clearance.

Preferred:

  • Experience with GrantSolutions, ARM, or federal grants systems.
  • Knowledge of SCORM, xAPI, instructional design, and adult learning principles.
  • Experience supporting Head Start or federal education programs.
